Te Rauā is more than just a housing project. It shows our promise to create safe, affordable, and culturally meaningful homes for the people of Wairoa.
Located at 45 Kitchener Street, this development delivers real solutions to the housing shortage in our rohe. Designed with whānau and kaumātua in mind, Te Rauā reflects who we are, how we live, and what we value.
A Community Built With Intention
The development has 43 homes in total. It includes 30 large whānau homes and 13 smaller, transportable units for our kaumātua. These aren’t just houses — they’re homes that support intergenerational living, connection, and care.
The last stage of the project will bring Tokotoko o te Rangi. This is a 13-room living facility. It is designed to offer important housing and services for our elders. It’s a place where manaakitanga is not just a value — it’s part of the everyday.
Responding to Real Need
Te Rauā was created to address the housing problems our community has faced for a long time. These issues got worse after Cyclone Gabrielle and the recent floods. We aim to provide whānau with not just shelter, but a home they can feel proud of.
Built on Whanaungatanga and Manaakitanga
Everything about Te Rauā is guided by our tikanga. We believe that our kaumātua should remain close to whānau and whenua, not isolated or displaced. We believe whānau deserve homes that reflect their realities — space to grow, live well, and stay connected.

A Model for the Future
Te Rauā is one of Wairoa’s first big Māori-led housing projects. It shows how housing can be purposeful, people-focused, and connected to the community.
